Arroyo booked for electoral sabotage; fingerprints, mug shot taken -INTERAKSYON

MANILA (UPDATED: 4:50 PM) - Still wearing her neck brace, former president and current Pampanga Representative Gloria Macapagal Arroyo was booked by the police on Saturday for the charge of electoral fraud, while she remains under arrest at the St. Luke's Hospital in Taguig City.

Senior Superintendent Joel Coronel, chief of the Criminal Investigation and Detection Group in Metro Manila, said the booking process ended at 3:45 pm. The process included the taking of the fingerprints, palm prints, a medical check-up and the taking of Arroyo's mug shot.

"The photo is still in digital format and we are still processing it," Coronel said. "I think the appropriate authority, the court, will release it. As of this time this is still being processed."

According to Coronel, Arroyo was quiet and cooperative during the whole procedure. Former First Gentleman Mike Arroyo, his son Datu and other close friends were present.

"She was wearing her neck brace when the mug shot was taken," Coronel said.

Earlier, Lawyer Ferdinand Topacio requested not to release and publish the mug shot in order not to subject Arroyo to what he called "further embarassment."


"We already requested the police not to release the mug shot," Topacio said. "Let's treat the former president with the respect due her."

Meanwhile, Senior Superintendent Herminigilda Salangad, medical officer of the PNP-NCR, said Arroyo was "frail" when they saw her.

"We saw her fragile-looking and suffering from hypertension," Salangad said. "She is on IV fluids. She has limitations in moving. Slightly dehydrated, thin-looking. She looks frail."

Arroyo's doctor Juliet Cervantes said it is better for the former president to stay in the hospital because of her current health condition.
Cervantes said Arroyo is depressed, has lost her appetite and is very stressed.

"(She should stay) probably for a few more days or a week... She hasn't completely recovered from her surgeries," Cervantes said referring to Arroyo's earlier bone surgery in St. Luke's.

When Arroyo was booked, authorities said she looked frail and her mug shot was taken on her hospital bed, while it was in a reclining position.
In 2001, former President Joseph Estrada was also arrested from his San Juan home and was booked in Camp Crame for plunder and perjury. His mugshot was published on the front pages of most major dailies the following day.

According to Topacio, Arroyo, who is complaining of hypoparathyroidism and a bone disorder, should be treated differently since her health is weak.

Meanwhile, he also said that they will file a supplemental motion regarding the committee formed by the Department of Justice and the Commission on Elections that lead to the issuance of the Pasay Regional Trial Court of an arrest warrant for Arroyo on Friday. Arroyo is being charged along with former Elections and local officials of 
electoral sabotage.
